Administrators from the Milwaukee County Department of Health & Human Services Delinquency & Court Services Division (DCSD) were on hand as the Running Rebels community organization symbolically dumped crime paraphernalia like jail jumpsuits, handcuffs, crime tape and arrest records.
Running Rebels says court-ordered alternative programs offered through DCSD help reduce crime and save tax dollars. Over the last 10 years Running Rebels estimates more than $60 Million in taxpayer money was saved when intervention programs were favored over incarceration.

And we could save even more if judges imposed more reasonable sentences rather than viewing every sentencing as requiring the max. Every year of prison costs Wisconsin taxpayers $38,000 per inmate. Minnesota, with virtually the same demographics and crime rate as Wisconsin, incarcerates less than half the inmates Wisconsin does, at a cost savings to taxpayers of about $350 MILLION.

How about a Wisconsin version of the Australian Penal Colony?
Apostle* Islands Penal Colony
Maximum sentence 10 months, as Lake Superior freezes over just enough to escape in an SUV.
*The term 'apostle' is derived from Classical Greek apóstolos; translation: 'one who is sent away'
