Many residents casually refer to it as "the dump," and city workers call it "the yard," but the city's Public WorksMore Operations Center is really a complex of facilities that makes the city tick and also an institution offering quality of life to Tosa residents.

City operations based here include the staff and equipment necessary to maintain streets, sewers, lighting and more. Garbage collection is handled here, and Tosa residents can drop off most kinds of waste and recyclable materials. Residents can also pick up, for free, processed compost for their gardens and firewood for a cozy evening. A permit for year-round use of the Drop-off Center is available for $20 at the nearby office. A one-time day permit costs $5.

This shop accepts clothing purchased within 2 years that is in season and in great condition. Clothing should be clean, pressed and on hangers. They do not accept bags of clothing. They accept clothing for boys and girls, 14 and up and any size for ladies or guys. They pay 40% of the selling price.
