Scott Walker and Congressman Paul Ryan will hold a joint press conference at 3 p.m. Tuesday, the day before Independence Day, to commemorate the four-year anniversary of President Barack Obama saying it would be "irresponsible" and "unpatriotic" to add $4 trillion to the national debt.
