Two Milwaukee men did not escape forever though, and have since been charged in Milwaukee County Court with theft.
Two Milwaukee men were charged with three separate and straightforward retail thefts during March from Target and Walmart on North 124th Street. According to a criminal complaint, Peter M. Brown, 48, and Rufus L Hollingsworth Jr., 46, simply filled carts with items at both stores — at Target on March 9 and 16 and at Walmart on March 16 — and pushed them through the front door “without making any attempt to pay for the items.” Items included a microwave oven, a comforter and toaster, and the total value in all three thefts was estimated to be about $900. All three charges are misdemeanors, with a maximum penalty of nine months in prison and/or a $10,000 fine.

But that doesn’t mean it isn’t volatile. The retail grocery industry is highly competitive, and since the rise of the chain supermarket, it has typically been a high-volume, low-margin business. If the demand for food is always there out of necessity, it’s still subject to changing tastes, offers of better service or pricing, dips and turns in the economy, demographic shifts in customer bases and fluctuating commodity prices. Over the past two decades, the grocery business in metro Milwaukee has changed radically, and it is about to change again. Nowhere is that…
