An off-duty Wauwatosa police officer who witnessed a serious accident called 911 and stopped to help, but ended up wrestling the driver into custody. That 29-year-old Milwaukee man is facing multiple charges, including his third drunken driving offense, after he smashed his car into a light pole, then tried leave the scene and resisted arrest before creating even more havoc at the hospital. Troy Bruce Cesar was charged Saturday in Milwaukee County Circuit Court with one count of third-offense operating while intoxicated, one count of bail jumping, one count of obstructing an officer and one count of disorderly conduct.
