Swan Boulevard and Watertown Plank Road project plans would go forward on schedule even with spending delays, which would come out of later phases of interchange work, DOT says.
Proposed cuts to the state transportation budget for 2013-2015 would include some losses or delays in spending for the Zoo Interchange Project, but would not affect early phases of the plan in Wauwatosa, according to the project's design chief. Bob Gutierrez of the Department of Transportation said that work in progress and scheduled for Wauwatosa throroughfares should go ahead as planned even if the proposed cuts occur. As part of a package of spending delays to close a projected $63.5 million deficit in the transportation fund by June 2015, $14 million would come out of the Zoo Interchange Project over the next two years, WISN 12 News reported and Gutierrez confirmed. Some lane and ramp closures began Wednesday, and on Friday and Saturday I-894 will be closed completely from the Zoo Interchange to National Avenue for demolition of Greenfield Ave. overpass.
The first major freeway closures are set for the Zoo Interchange reconstruction project, centered on the Greenfield Avenue overpass, which will be demolished and rebuilt, the Wisconsin Department of Transportation (WisDOT) announced. Lane and ramp closings began Wednesday morning and are not limited to the immediate area of Greenfield Avenue. For instance, as noted below, the southbound ramp onto I-894 from eastbound I-94 is closed on Wednesday; the ramp from westbound I-94 onto I-894 south will be closed Thursday. On Friday and Saturday, I-894 will be completely closed from the Zoo Interchange south to National Avenue. Actual demolition of the overpass is scheduled for this weekend. Any delay in finishing the project will cost not just the area, not just the region, but the whole state in economic development and other benefits, say key legislator and commercial interests.
State Rep. Dale Kooyenga lives in north Brookfield, well away from the direct impact of reconstruction work on the Zoo Interchange. But he knows that doesn't mean he won't feel it — or that he doesn't see the need for it. "My world is from the west boundary of Madison to an east boundary of Lake Michigan in downtown Milwaukee," he said in an interview. "In its present condition, I avoid the Zoo Interchange when I can.
